- Standardize dispensers across the property — mixed hardware breaks par levels
- Set par levels per washroom based on measured usage, not averages
- Track usage monthly and adjust seasonally; occupancy changes consumption fast
- Assign a single owner for ordering, whether vendor or property team
- Keep a buffer stock on site for occupancy spikes and events
